During the concession negotiations for the port expansion project, the Ghana Ports & Harbours Authority (GPHA) and Meridian Port Services Limited (MPS) acknowledge the need to upgrade the road network capacity i.e. the road access between Tema Port and the Accra-Tema motorway. MPS confirmed to the GPHA that its majority shareholder, Meridian Port Holdings Limited, has agreed to enter into binding agreements to finance, design, build, operate and maintain the Road Project within a time schedule consistent with the Expansion Project. Hence, APM Terminals and Bolloré agreed with the Ghana Ports & Harbours Authority that as a separate project they would upgrade the existing Arterial Road connecting the new port facility with the Accra Tema Motorway (Road Project)
